Community:
Falmouth is a rapidly growing community with a population of approximately 11,500 residents and 33 square miles located on the southern Maine coast in the Portland metropolitan area. The community has one of the highest per capita incomes in the State. While it has served primarily as a residential suburb for the city, in recent years the Town has seen a rapid expansion of its commercial base.
Department:
The Department currently consists of 17 full-time sworn officers, 7 full-time communications personnel, an administrative assistant and 9 part-time personnel. Since 1995 the Department’s calls for service have increased by over 50% and it has added five new full-time positions, thereby reflecting the growth of the community.
With its location on the southern Maine coast the Department has a marine unit that consists of one full-time sworn officer, a part-time assistant and 2 summer park rangers. The unit operates out of the Town Landing facility with a 22’ Ambar patrol boat.
While the Department is small, it offers many opportunities for specialty training and positions, such as; detective, evidence technician, bike patrol, FTO’s, School Resource Officer, K-9 Officer and harbor patrol to name a few.
In early 2008 the Department moved into a new police facility on Marshall Drive.
Salary and Benefits:
The patrol officers and dispatchers of the Department are represented by Maine Association of Police and work under a collective bargaining agreement.
Effective 7/1/2010 – the starting patrol pay will be $17.90/hour, with multiple year pay steps up to a 10 year step of $23.52/hour. The Department offers a lateral entry up to the two year step of $19.85/hour, DOQ.
Effective 7/1/2010 – the starting dispatch pay will be $16.63/hour with multiple year pay steps up to a 10 year step of $19.18/hour. The department offers a lateral entry up to the two year step of $17.43/hour DOQ.
Holidays - 12 paid per year - Officers working Thanksgiving and Christmas receive two times the hourly rate of pay.
Vacation:
After 1 year – 1.54 hours per week
After 3 years – 1.85 hours per week
After 6 years – 2.31 hours per week
After 11 years – 2.77 hours per week
After 16 years – 3.23 hours per week
After 20 years - 3.85 hours per week
Health Insurance - A “Point of Service Plan” or “Traditional Plan” are offered, where the Town pays 87.5% of the cost for the employee and their family.
Income Protection - Town pays 50% of the employee cost
Retirement:
The Town offers Maine State Retirement Plan 2C (25 year / no age requirement) for sworn personnel and Maine State Retirement Plan AC (25 years / age 60) for non-sworn personnel. Employee contribution is 6.5% while the Town contribution varies dependant upon MSRS.
Incentives:
Education Stipends for Bachelors or Associates Degree
EMT Incentive - Town pays all costs of training; $200 bonus upon completion, $600 per year thereafter, for sworn personnel only.
Physical Fitness Incentive - $700 per year with successful passage of the Department’s Fitness Test for sworn personnel and $200 for successful completion by communications personnel.
Stipends for officers filling the following positions - SRO, Patrol and Dispatch Training Officer, K-9 Officer, Senior Officer in-charge of a shift, Vehicle Maintenance Officer.
Uniform Cleaning Allowance - $20 per month for cleaning of uniforms, paid in December for sworn personnel.
Sick Leave – 1.5 hours per month up to a maximum of 960 hours.
Retire Health Savings Plan available to all employees.
Court Time - 3 hour minimum.
Call In - 4 hour minimum.
Compensatory Time - Employee can continuously bank up to 24 hours, and use it at the Chief’s discretion.
Residence Clause - Employee must live within 25 miles of the police station.
Probationary Period - One year from completion of MCJA or date of hire if already certified by the Academy for sworn/communications personnel.
Schedule:
The majority of the Department works a three week rotating schedule, with a combination of 8 and 10 hour shifts. Shift coverage is a minimum of two officers, but day and evening three on certain shifts.
Equipment:
The Department provides all equipment, to include but not limited to; all uniforms, protective vest, weapon, etc.

POLICE OFFICER APPLICANTS

Education and Experience: Applicants must be at least 21 years of age, be in good health, and have an Associates Degree or the equivalent of 60 hours of college course work or the equivalent work/military history (specialization in Criminal Justice preferred).
Motor Vehicle Driver's License: Each applicant must possess a valid and current motor vehicle driver's license.
MCJA ALERT Test: The applicant must have passed, or be able to pass the MCJA ALERT Test.
Physical Agility Test: Each applicant will be required to pass the MCJA Physical Agility Test as part of the hiring process, or show proof of a passing grade on this test within the past six months in lieu of taking the Falmouth PD test. However, all candidates will be required to pass the Falmouth PD test prior to an offer of employment.
Polygraph, Psychological and Medical examinations: Prior to employment and after an offer of conditional employment the candidate will be required to pass each of these tests.
Background investigation: Prior to employment the candidate will be required to pass an in-depth background investigation.
Citizenship: Each candidate for original appointment to the Police Department must be a citizen of the United States.
Good Character: Each candidate shall be of good moral character and shall in all cases bear the burden of proof as to this requirement. No person shall be appointed who has a history which includes a disqualifying criminal conviction.
A disqualifying offense shall mean and include any offense punishable by imprisonment for one (1) year or more under the law of the sentencing jurisdiction, whether or not such sentence is imposed or served; or any theft offense; or any sex offense; or any offense which involves dishonesty or false statement.
THE FOLLOWING FORMS MUST BE ATTACHED TO YOUR APPLICATION:
1. A copy of the High School Diploma, equivalency certificate, and any advanced degrees.
2. A copy of a Driver's License.
3. A copy of the any Maine Criminal Justice Academy certificate for either the 100 Hour Pre-Service Class or the 480 Hour Basic Academy.
4. A copy of the ALERT Test score, (if previously taken). If you require the ALERT test one will be given at the date, time and location indicated on the application.
MAINE CRIMINAL JUSTICE ACADEMY PHYSICAL
FITNESS EXAM
The Falmouth Police Department utilizes the Maine Criminal Justice Academy’s Entrance Requirement 40th Percentile Physical Fitness Standards to determine a candidate’s fitness during the initial stages of the employment process. These three (3) areas of measurement will provide the Department with an excellent indicator of the applicant’s physical work performance along with body strength and overall fitness. It will also provide the applicant with a true indicator of their physical condition.
It is very important that you read through this entire packet of material prior to your physical fitness testing date. Furthermore, the applicant must have a doctor review the elements of the test so that he/she may determine that the applicant is able to safely participate in the fitness test. If the enclosed Medical Clearance form is not signed by a doctor and brought with you on the day of the test, the applicant will not be allowed to participate in the fitness test and will be excluded from further consideration for the position for which they have applied.
